PM Surya Ghar is a national scheme, so in Chandigarh it works as it does anywhere: apply on the portal, install DCR panels from the ALMM list, have the net meter fitted and the system inspected, and the subsidy is credited to your bank account. The net meter comes from Chandigarh’s own electricity distribution utility, not PSPCL.
